Purcellville, VA — The Purcellville community is facing significant developments as Vice Mayor Carl “Ben” Nett and Town Manager Kwasi Fraser have been charged with multiple felonies following an investigation by the Virginia State Police Bureau of Criminal Investigation’s Fairfax Office.

Vice Mayor Nett is accused of improperly using a police database to gather information on political rivals prior to his election. The charges allege that he accessed the Virginia Criminal Information Network to obtain details about individuals, including current Councilmember Caleb Stought and former Mayor Stan Milan, through deceptive means. These actions reportedly occurred while Nett served as an officer with the Purcellville Police Department.

The indictment against Nett includes six felony counts: four related to unauthorized computer use to collect identifying information, one involving rigged government bidding, and one concerning commercial fraud against the government. Nett was taken into custody on Wednesday night but was released on a $5,000 personal recognizance bond shortly thereafter.

In addition to Nett, Town Manager Kwasi Fraser faces two felony charges associated with rigged government bidding and allegations of commercial fraud. Fraser voluntarily surrendered himself to authorities at the Adult Detention Center on Wednesday night and was also released on a $5,000 personal recognizance bond.

According to Matt Demlein, Public Relations Coordinator for the Virginia State Police, the charges against Nett specifically relate to infractions involving the Virginia Criminal Information Network, a system that connects various regional and national law enforcement databases.

Both officials are scheduled to appear in court before a Loudoun County Circuit Judge on Monday, July 28, at 9 a.m. The charges have prompted discussions within the community about the conduct and accountability of public officials in Purcellville.
