The projects outlined below were considered top priorities in the CIP overview presented by the Town Manager in January 2025. At that time, there were 13 projects with a total budget of $9.5 million. 

Over the next four years, the list expanded to include 19 projects, totaling $36.8 million.

General Fund Projects: Fully Funded

1. 32nd and Main Street Intersection Improvement  

   – Status: Fully Funded  

   – Funding Note: $376,911 to be repaid if not completed

2. G Street Sidewalk Improvement  

   – Status: Fully Funded  

   – Funding Note: $207,730 to be repaid if not completed

3. Hirst Road to W & OD Path – North 21st Trail Phase 1  

   – Status: Fully Funded  

   – Funding Note: $415,780 to be repaid if not completed

4. Nursery Avenue Sidewalk Improvements  

   – Status: Fully Funded

5. South 32nd Street Sidewalk – J Street to Nursery  

   – Status: Fully Funded  

   – Funding Note: $121,055 to be repaid if not completed

Note: All these projects are fully funded through contributions from VDOT, NVTA, and/or Loudoun County. The listed amounts are Purcellville’s repayment obligations if projects are not completed.

Parks and Recreation: Safety Concerns Unaddressed

1. The warning Track for Fireman’s Field  

   – Status: Not Funded  

   – Details: Did not secure outside funding, raising safety concerns which could impact player safety. 

Water Projects: Deferred and Partially Funded Initiatives

1. Million Gallon Tank Rehabilitation  

   – Status: Deferred  

   – Concern: Risk of structural damage to the tank and plant

2. PFAS Treatment  

   – Status: Partially Funded through grants

3. New Finished Water Tank  

   – Status: Fully Funded  

   – Requirement: Completion due to ARPA funding

4. Well 6F Water Line  

   – Status: Reduced funding, construction in-house

Wastewater Projects: Deferred Upgrades and Safety Hazards

1. Screen Replacement  

   – Status: Reduced funding, staged replacements  

   – Concern: Critical for employee safety and equipment hazard

2. Valley Industrial Park Pump Station Upgrades (Phase 1)  

   – Status: Deferred  

   – Need: Backup for Wastewater VIP pump station and Nature Park Groundwater Treatment Plant; reached life expectancy

3. West End Pump Station  

   – Status: Deferred  

   – Risk: Potential for complete failure

In summary, Purcellville has not secured full funding for several key projects, leaving challenges in addressing safety concerns and ensuring the longevity of critical infrastructure. The Town Council must also prepare for the rising costs of deferred projects and the 19 capital projects currently projected to total $36.8 million over the next four years. As the year progresses, the town must carefully balance its resources to effectively tackle these pressing needs.
