This Thursday, September 4th, the Purcellville Planning Commission will reconvene following its August recess. A primary topic on the agenda is the review of a variance request submitted by Nichols Hardware LLC. This request, which will be formally received by the Purcellville Board of Zoning Appeals (BZA) on September 10, 2025, proposes constructing second-floor apartments above four buildings across two parcels, exceeding current zoning ordinances.

Nichols Hardware LLC seeks approval to add 11 apartments, surpassing the permitted two units per building under existing regulations. Currently, these spaces are used mainly for storage, contributing minimally to downtown Purcellville’s economic activity. In addition to Planning Commission review, the plan must also go back to the Board of Architectural Review (BAR) for assessment and receive approval by the fire marshal.

Richard Beard, the general manager of Nichols Hardware, shared the company’s vision: “Nichols wants to continue to support the town, our customers, and help revitalize 21st Street. We hope the Planning gives us our variance to zoning, so that we can bring affordable housing to town and 21st Street. To help us continue to serve the community, as well as help other businesses survive and grow.”
