The Rt. 7/Rt. 690 Interchange Project has moved one step closer to awarding a contract for construction of the project after consent agenda approval by the Loudoun County Board of Supervisors Finance and Government Operations Committee.

The Board of Supervisors is expected to award a $41.6 million construction contract to Shirley Contracting Company later this month. Shirley Contracting Company submitted the lowest of four bids.

County staff reported the project is now projected to exceed its prior $52.6 million total cost estimate by approximately $5.7 million, largely due to delays in land acquisition and related design changes that increased engineering inspection and utility costs.

Project Timeline

• 2019 & 2022: Voters approve general obligation bonds supporting the project

• 2022: Land acquisition delays and design revisions increase costs

• February 2026: Contract reviewed by the Finance Committee via consent agenda

• Spring 2026: Construction expected to begin

• 2029: Estimated completion (three-year construction schedule)
