On October 24 at 10am, the Loudoun County Circuit Court will deliberate on Carl “Ben” Nett’s grievance following his dismissal from the Purcellville Police Department. The vice mayor’s case questions the alignment of the grievance panel’s reinstatement decision with municipal guidelines.
Nett, who became part of the Police Department in 2022, was fired on April 4, 2025, following an external investigation. His termination also coincided with his inclusion on the Commonwealth’s Attorney’s Brady List, a record that suggests potential unreliability in legal testimony. The inclusion resulted from allegations that Nett misrepresented his availability due to illness while attending official events in a different capacity.
After his dismissal, Nett filed a grievance, leading to a review by a three-member panel. This panel ultimately recommended his reinstatement and back pay.
The town’s grievance policy requires that if the town manager is directly involved in a case, a decision should be made by the chief judge of the circuit court. It is under these guidelines that Chief Judge Douglas Fleming will assess whether the panel’s decision complies with the town’s policies. This review comes after both Nett and former Town Manager Kwasi Fraser faced indictments related to separate charges of bid rigging and commercial fraud.
