February 5, 2026 – During the Planning Commission meeting yesterday, members focused on the ongoing review of the town’s comprehensive plan, which is required to be updated every five years by state regulations. The plan was last adopted in June 2020.  

In February 2025 the Purcellville Town Council adopted a resolution to begin the comprehensive plan review.   When asked, Summer Wilkes reluctantly provided a timeframe of a minimum of 9 to 12 months to complete the process noting “there have been a number of setbacks to launching the process, including the onboarding of 2 new sets of Planning Commissioners, delays in appointing new Planning Commissioners, cancelled Commission meetings, reduction in Planning staff and the retirement of our zoning enforcement and permit officer”.  

The Comprehensive Review process allows the Town to address land use issues as they arise. This strategy seeks to ensure the plan remains relevant to current challenges facing the community, including the management of Airbnbs.  

Cost and Process Considerations

Mayor Bertuat proposed the idea of making incremental updates to the comprehensive plan, allowing changes to be adopted regularly instead of delaying until a comprehensive review is finalized. This approach may involve additional costs related to public hearings and advertising for each update. Are planning commissioners aware of the potential costs associated with frequent updates, considering the town’s budget constraints? This is a crucial consideration for the commission as it balances the need for an adaptive comprehensive plan with fiscal responsibility. The commission plans to continue discussions in future meetings to determine the most effective approach for updating the comprehensive plan.
