PURCELLVILLE, Va. (March 2026) — Three members of the Purcellville Town Council have withdrawn a motion for a preliminary injunction related to the town’s upcoming tax vote, citing concerns about potential disruption to Loudoun County’s tax billing process and approaching deadlines.
In a joint statement, Council Members Erin Rayner, Caleb Stought, and Kevin Wright said the decision came after consultation with the Loudoun County Treasurer’s Office. According to the statement, failure to provide finalized tax figures by the county’s April 7 deadline could significantly impact the county’s ability to process and issue tax bills on time.
The motion had been connected to an ongoing legal dispute regarding whether a two-thirds supermajority vote is required for the Town Council to set tax rates. A trial on that declaratory action remains scheduled for April 15.
The council members said they will proceed with the scheduled tax votes to meet county deadlines while continuing efforts to secure a two-thirds majority vote. They noted that resolving the legal question remains a priority and is expected to be addressed by the court.

“After careful consideration, and in light of the impending County tax deadlines, we have decided to withdraw our motion for a preliminary injunction related to the upcoming tax vote.
Following consultation with the County Treasurer’s Office, it was determined that by not providing finalized tax figures by the April 7 deadline it would cause significant disruption to the County’s billing process. It is not our intention to create an undue hardship or negatively impact our working relationship with the County. Given that our trial on the declaratory action is scheduled for April 15, maintaining the injunction was not a viable option under these circumstances.
We will proceed with the April 15 trial date as scheduled and await a formal determination on whether a two-thirds supermajority is required to set town tax rates.
Accordingly, we will move forward with the scheduled tax votes to ensure timely submission to the County. At the same time, we are actively working to secure a two-thirds majority vote so that this issue can be resolved definitively and does not persist.”
